The City of Rio Rancho receives the CDBG Entitlement Grant and has received the grant since 2000. The amount changes each year but is typically more than $400,000 and provides neighborhood and public services to our low-to-moderate income residents and designated eligible areas or neighborhoods.
Applicants (sub-recipients) are awarded funding on an annual competitive basis to implement activities which meet the eligible criteria as established by HUD and the Goals and Objectives as defined in the City’s Consolidated Plan. The CDBG program year is July 1 through June 30 each year; the same as the City’s fiscal year.

What is the Rio Rancho Home Repair Assistance Program (HRAP)?
The City of Rio Rancho’s Home Repair Assistance Program (HRAP) is funded via the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG). The program awards grants of up to $15,000 to help qualifying low income Rio Rancho homeowners with certain repairs to the home they own and occupy. The grant is not paid directly to the homeowner, but to the licensed and pre-approved contractor who performs the work. The Code of Federal Regulations, at 24 CFR 570, governs the use of these federal funds. The primary objective of the HRAP Program is to promote decent, safe, and sanitary residential housing for low income homeowners by providing various repairs to essential functioning, non-aesthetic, principal fixtures and structural components of owner occupied housing.
The City is not currently accepting applications for the HRAP program, but anticipates doing so in the near future.
I am a Contractor, how do I qualify to provide repairs for the HRAP program?
Contractors are required to be pre-qualified by the Financial Services Department to be awarded home rehabilitation projects through the Departments Home Repair Assistance Program. Pre-qualification of contractors is required for all contractors seeking to submit quotes for any and all HRAP Projects. All Contractors must be pre-qualified by the City of Rio Rancho Financial Services Department no later than three days prior to the submission of quotes.
