The City will begin construction on Southern Boulevard from Golf Course Road to NM 528 (Phase 1) in Summer 2018. The design and construction for this portion will be funded with City funds (approximately $8 million), State funds ($375,000), County funds ($350,000) and Federal funds (approximately $7.7 million). This project will address improvements including: a widened roadway design for reconstruction of a four-lane divided roadway with bicycle lanes, a multi-use trail and a sidewalk, right-of-way mapping, traffic signals, lighting, drainage, and utilities.

Status Log:

  • May 2018: Certification of Signal Equipment was received in late April.  A request to Obligate Federal Funds was submitted to the Federal Highway Administration (FHWA). When funds have been obligated, this project will be advertised for solicitation of construction bids.
  • April 2018:  Certification of Signal Equipment is pending approval by New Mexico Department of Transportation (NMDOT).   • March 2018:  Procurement of Temporary Construction Permits are complete. Utility and Right-of-Way Certifications are pending approval by New Mexico Department of Transportation (NMDOT).
  • January 2018:  Procurement of Temporary Construction Permits are on-going and are approximately 90% complete. A Utility Certification is pending approval by New Mexico Department of Transportation (NMDOT), with Right-of-Way Certification to follow.
  • December 2017:  Procurement of Temporary Construction Permits are on-going and are approximately 60% complete. A Utility Certification is pending approval by New Mexico Department of Transportation (NMDOT), with Right-of-Way Certification to follow.
  • October/November 2017:  On-going project activities include: Procurement of Temporary Construction Permits, utility coordination and coordination with the New Mexico Department of Transportation (NMDOT) on project certifications. Trees in conflict with the roadway reconstruction project will be removed in November. This timeframe is necessary in order to avoid impacts to migrating birds, per the Environmental Requirements for the project.
  • September 2017:  Final Design Plans are under review by City Staff. Additional activities include: Appraisals for Temporary Construction Permits, utility coordination and coordination with the New Mexico Department of Transportation (NMDOT) on project certifications.
  • August 2017:  The Environmental Documentation process has been completed. On-going activities include: Appraisals for Temporary Construction Permits, utility coordination, and completion of Final Design Plans. Final Design Plans are scheduled to be completed in September 2017.
  • June 2017:  On-going activities include: Appraisals for Temporary Construction Permits, utility coordination, environmental documentation, and completion of Final Design Plans. Final Design Plans are scheduled to be completed in September 2017.
  • April 2017:  90% Design Plans were submitted to the City in March. These plans are currently under a detailed review by multiple departments within the City, as well as the New Mexico Department of Transportation (NMDOT). A Public Meeting is scheduled for April 19, 2017 at the Sabana Grande Recreation Center at 6:00 p.m.
  • March 2017:  On-going activities include: Utility coordination, environmental documentation, and completion of the 90% Design Plans. City Staff will review the 90% Design Plans and follow up with a public meeting in April 2017.
  • January 2017:  Design Plans are approximately 80% complete. 90% Design Plans will be submitted to the City in March 2017 for review by City Staff. Following the review of these plans, a public meeting will be held in April 2017.
  • December 2016:  On-going activities include: roadway, access and intersection, signal and lighting, storm drain, and traffic control plan design. Utility coordination and a preliminary sight investigation for environmental clearance are also on-going. 90% Design Plans are scheduled to be complete in early March 2017.

  • October 2016:  A public meeting was held October 5, 2016 at the Meadowlark Senior Center. 60% Design Plans and Environmental Documentation for the project are under review by City Staff. 90% Design Plans are scheduled to be complete in February 2017.
  • September 2016:  On-going activities include: roadway, access and intersection, signal and lighting, storm drain, and traffic control plan design. As well as, drainage, geotechnical, and safety analysis. Subsurface utility engineering and utility coordination are also being conducted. 60% Design submittal is to be completed this month and reviewed by City staff. A public meeting is scheduled for October 5, 2016 at the Meadowlark Senior Center at 6:00 p.m.
  • August 2016:  Geotechnical investigations have been conducted. Environmental investigations and documentation are on-going. Traffic counts will be conducted in late August 2016, and 60% Design Plans are scheduled to be complete in September 2016. A public meeting will be held in October 2016.
  • July 2016:  60% Design Plans are being developed. Environmental investigations are being conducted for environmental documentation. June 2016: 60% Design Plans are being developed. Environmental documentation "Level of Effort" is under review by the New Mexico Department of Transportation (NMDOT).
  • May 2016:  Notice to Proceed with Final Design was given to Wilson & Company Inc. A kick-off meeting for Final Design was also held.
  • July 2015:  A Phase A/B Report and 30% Design Plans were completed.
